And of course, even if all of these issues can be ironed out in a contract between a unified group of catalog mailers, which is what the ACMA hopes to become, and the USPS, the agreement will still have to be approved by the Postal Regulatory Commission (PRC).
The USPS and mailers have been down that road before, Kearney lamented, as he pointed out that the USPS has previously brought proposals before the commission only to have it unwilling to work with such notions. (Later that day, PRC chairman, Dan Blair, refuted Kearney’s assertion in response to a question about the Commission’s ability to work with the USPS on a special prospecting rate for catalog mailers.)
