"Security breaches aren't all caused by computer hacking. Stealing of paper records is a threat, too. Devise a written privacy protection policy for HR data, then train employees to adhere to the policy. If you do have a security breach, government authorities will look more kindly on you if you can at least show that you had a written policy and a training program in place."
