Warm weather and deep discounting in the holiday shopping season meant retail sales nationally missed the prediction laid out by the National Retail Federation (NRF), although consumers still spent $626 billion in 2015, or 3 percent more than the previous year. The retail trade group had forecast that sales would rise 3.7 percent during the months of November and December.
